It is the kind of collage that usually gets termed ''polymathic,'' just because you have to call it something. Appreciation of ''Rising Up and Rising Down'' properly begins -- and will, for most people, immediately end -- with awe at its physical presence. Whatever the genre, it is a remarkable example of the book as furniture. The seven luxuriously bound volumes come housed in a maroon slipcase. Each spine bears a Roman numeral in gold leaf, gleaming with the promise of orderly argumentation. Historical images scattered throughout the work give the feel, at first, of a children's encyclopedia. But that impression dissolves when you find Vollmann's own photographs from his travels: pictures, horrific and melancholy, of people with limbs blown off, or lovingly touching weapons, or posing for the camera near walls marked by warriors' graffiti or blown to ruins by mortar fire.
