Disinterest in the day-to-day activities of leaders and advisors has characterized mainstream International Relations since the late 1950s when systemic explanations came to dominate much of intellectual thinking on international politics (Waltz 1959; Singer 1961); however this has not been true for the study of foreign policy, in which many scholars have closely examined the actions of individual decision-makers.
