Beginning with the original Statement of Charges brought by the Kanaka Maoli (Native Hawaiian) Nation against the federal and state governments, the book also includes a full rendering of the tribunal's findings and recommendations.

Volume One presents written essays submitted during the international tribunal by indigenous scholars such as Haunani-Kay Trask, John Osario, and Lilikala Kame'eleihiwa as well as non-indigenous experts such as Steven Boggy and Marion Kelley.Volume Two provides extensive excerpts from the testimonies of grassroots Hawaiians including Miliani Trask, Barry Nakamura, Florence Lani, Janet Redo, and Sharon Pomroy.
