Born in Scotland he migrated to Tasmania in 1839. After stints with the Tasmanian Treasury and as a school teacher he married Jane Ruffy and moved [with her brothers] to Victoria. Jane's brothers were among the first merino sheep breeders and Hay went into partnership with them on Dropmore Station, near Seymour in Victoria. Some time later he bought Glenlyon Station also near Seymour. As land prices rose due to the gold rush, Hat sold Glenlyon and later bought Boomanoomana run on the Murray River near Mulwala, NSW.
