Provisions generally hinge on the distribution of significant annuities in exchange for greater cooperation of the various confederated tribes with federal agents. Coke, a former governor of Texas, was deeply concerned with the development of the American West, later becoming one the leading advocates of the federal regulation of railroads. Extremely rare.
