Draft of the bill co-sponsored by the Senators from West Virginia and Florida, calling for the establishment of a federal Office of War Mobilization, aimed at preventing the kind of corporate profiteering that had occured in the build-up to American entry into the First World War. A key component of the Kilgore-Pepper bill was ensuring that the members of the War Mobilization office would be federal employees, and not working for defense contractors. The bill did not make it into law, and it was pre-empted by President Roosevelt who established the office by executive order.
