Offprint from the February 11, 1929 "Congressional Record," being Hertz's speech before the New York Schoolmasters' Club, introduced by Pennsylvania representative Louis T. McFadden (1876-1936). The printed mailing envelope, bearing McFadden's printed franking signature, is addressed in the congressman's hand. MONAGHAN 3092 note.
