William Upcott (1779-1845), antiquary and autograph collector. “I certainly am the possessor of a considerable number of Franks, both old and modern, a portion being bound up into Volumes, and have nearly completed the House of Peers of the present time, but the Commoners I have not cared for, tho’ I possess a goodly number ...”
