Washington, DC: Government Printing Office, 1890. Octavo. 15p. A good copy disbound with very light wear but no loss of text. A scarce item (OCLC shows only the Senate version at the University of Arizona). H.R. 3933 introduced by Marcus Aurelius Smith. Arizona's difficulty in becoming recognized first as a territory is well known but as a state here was their first rejection, followed by others in 1896, 1903 and the 1909-1910 vote which passed both Houses of Congress but was vetoed by President Taft because the Arizona Constitution allowed for the recall of judges. Once statehood was approved in 1912, the legislature quietly reinstated that provision. Marcus Smith who introduced the mail moved his San Francisco practice of law in 1881 to Tombstone where he served as a Democrat in Congress and once the state was admitted to the Union he was elected again only now as a Senator.
