Since 1973 unemployment has risen sharply, with larger rises in Europe than in the USA. The Review of Economic Studies and Oxford Economic Papers, decided independently to publish Special Issues on the topic of unemployment. This volume brings these issues together as Parts I and II respectively. The central starting point for most of the papers is the idea of the natural rate of unemployment (sometimes called NAIRU, or non-accelerating inflation rate of unemployment). it is clearly vitally important to explain the determinants of this natural rate, and some of the papers in both Parts I and II try to do just this, using a number of different frameworks. Once the natural rate has been explained, the second key issue is what determines how unemployment flucturates arounds its natural rate. In Part I the papers develop both equilibrium and disequilibrium models of labour market fluctuations over the business cycle, as well as trying to explain the more mdeium term movements in the natural rate. These models are applied to data for Europe and the USA. In general the equilibrium approach to the cycle does not fit the facts as well as the disequilbrium models. Explanations for increases in the underlying rate of unemployment are sought in both domestic and international influences on these economics. In Part II, the papers concentrate on Britain and on the invesgitation of three possible reasons for a rise in equilibrium employment: (1) and increase in trade union strength; (2) a rise in real unemployment benefit; and (3) an increase in the level of taxes on employment.
