Balinov's essay, which is primarily concerned with the origin and nature of the Cossacks, is here reprinted after its publication in the movement's journal (Vol'noe Kazachestvo). Balinov, like a few others active in Prague, was a Cossack of Kalmyk origin and a defender of the thesis that the Cossacks were not a purely Slavic people descended from the people of Muscovy, but combined groups of Mongol origin.
