Emmanuel Schelstrate was a 17th-century Catholic clergyman known for being the Vatican Library librarian. While working in the Vatican, he wrote a number of works discussing various aspects of the Catholic Church including decrees of the popes, as well as reports on the Council of Constance which discuss the ecclesiastical powers that were determined in the fourth and fifth sessions of the 15th-century ecumenical council.
