Original printed self-wraps; stapled as issued. 23 x 15 cm. Good plus. A few small spots and slight toning to wraps; some light marginal creasing. FIRST EDITION. Laid-in is a one-page printed circular letter, signed (in type) by the governor and secretary of state. The pamphlet contains the text of the existing state constitution and an act proposing four constitutional amendments that were to be submitted to the people for their approval, together with directions for administering the ballot. The amendments provided for prohibiting the General Assembly from enacting certain local, private, and special legislation; providing for special or emergency judges to prevent delays in trials; and prohibiting the General Assembly from granting special charters to corporations or towns. All of these measures were approved by the electorate in the election of Nov. 1916. OCLC locates copies at five institutions: UNC (NCC. and Law), Duke, Wake Forest, Univ. of Minnesota, and Wisconsin Hist. Soc.; Thornton adds the UNC-Greensboro copy; NUC cites only the LC copy.
