On the constitutionality in Ohio of taxing and regulating the sale of liquor, each passed by a Republican state legislature under pressure from the W.C.T.U.; the Pond Law (found unconstitutional) required payment of an annual tax and a bond of a thousand dollars for saloon-keepers, while the Scott Law further regulated and taxed strong drink. The arugments here for the validity of the Scott Law are in part based on Holst v. Roe, which established the constitutionality of a per capita dog tax in Ohio.
