In 1983, California began efforts to site its own disposal facility in response to federal law, the Low-Level Radioactive Waste Policy Act of 1980 (LLRWPA). In 1988, California joined with Arizona, North Dakota, and South Dakota to form the Southwestern Compact and agreed to be the host state for the compact's first regional disposal facility."
