This series was edited under the sponsorship of the U.S. Dept. of State, the British Foreign Office and the French Government. This volume encompasses Germany's relations with the Great Powers from immediately after the signature of the Munich Agreement to Hitler's seizure of Czechoslovakia in March 1939. The editors of this volume have devoted most of its space to documents illustrating Germany's relations with Czechoslovakia, which forms the first chapter. Germany's relations with France and Great Britain are covered in the next two chapters. The next two chapters deal with Italy and other powers. Chapter VI addresses German-Soviet relations, Volume VII addresses the United States. In June 1946 the British Foreign Office and the United States Department of State agreed to publish jointly documents from captured archives of the German Foreign Ministry and the Reich Chancellery. Although the captured archives go back to the year 1867, it was decided to limit the present publication to papers relating to the years after 1918, since the object of the publication was "to establish the record of German foreign policy preceding and during World War IL" The editorial work was to be performed "on the basis of the highest scholarly objectivity." The editors were to have complete independence in the selection and editing of the documents. Publication was to begin and be concluded as soon as possible. Each Government was "free to publish separately any portion of the documents." In April 1947 the French Government, having requested the right to participate in the project, accepted the terms of this agreement In accordance with the understandings on the basis of which the project was originally undertaken, the editors have had complete freedom in the selection and editing of the documents.
