It broke out following the Russo-Turkish War of 1877-78 and the overthrowing of the 500-year Ottoman domination over Bulgaria and after the Congress of Berlin was held in an attempt of reorganizing the countries of the Balkans. One of the consequent decisions was the return of Bulgarian-populated parts of Macedonia to the Ottoman Empire instead of ceding them to the newly reestablished Bulgaria. It was moderately successful until May 1879 when an attempt at organizing an uprising in the interior of Macedonia failed.
