[Washington], 1831. Disbound. Very Good binding. Octavo. 4 pp. Removed from volume. Inked numeral in the top margin of the title page; light foxing, but generally very good. An overview of pioneering efforts in the education of the blind in both Europe and the United States. The memorialists state, "A few years ago a deaf and dumb person was considered non compos mentis in law, and incapable of exercising the rights or duties of a citizen. The degree of knowledge to which some individuals of this description have lately attained would have been incredible had we not witnessed it. In Europe it has been demonstrated that the blind are capable of still great attainments.
