The judges selected were Senator W.H. Dennis, Professor W.C. Kierstead and Professor A.B. Balcom. Professor Balcom went on to say this of the winning essay: " This essay is by far the most comprehensive study of economic conditions in the Maritimes that has yet been made". Introduction by Alfred Burpee Balcom is followed by author's introduction.
