Galloway, one of the most outspoken prominent Loyalists, had been very critical of General Howe and the British ministry regarding their conduct of the war following the evacuation of Philadelphia. In the present hearing Lord Germain retaliated in part, grilling Galloway for several hours and attempting to discredit him (which he succeeded in doing to some extent).
