Document 138 is 3 pp., while Document 145 parts 1 and 2 are single pages, printed on both sides of the same leaf. Document 145 is subtitled "Relative to Facts Pertaining to Experiments with Cholera Virus upon Prisoners in Bilibid Prison, Manila. Three brief documents almost glossing over the fact that 10 prisoners in Bilibid Prison in Manila, Philippines died as a result of an apparent accident, where they were injected with the bubonic plague serum instead of the anticholera serum. It also appears all ten were native of the Philippines. Document 138 contains most information, including asserting that 1000s of people were successfully inoculated prior to this incident. Document 145 relays very short cables following up on the investigation. It appears consent was not required to test on the prisoners, and that the serum was contaminated with plague virus. Criminal negligence was investigated on the Philippines, but Dr. Richard Strong was found innocent, with no stateside investigations conducted. FAIR condition.
