Buchanan (1772-1851), born in Ireland, was a landed gentleman, entrepreneur, lawyer, and diplomat who spent his later life in New York and Canada. In 1816, as Her Majesty's Consul in New York, he worked to funnel British immigrants to Canada. He provides a plan to move 1000 emigrants a year through a Canadian depot where they would train for life in rural Canada. The title offered here discusses the problem of the poor and the criminal classes in England and America.
