"This book tells the fascinating story of the evolution of a major historical system. The author transports the reader far beyond the confines of urban history to the fisheries along the Maine coast, to phosphate mines in South Carolina, and to remote islands off the coast of Peru. The full story unfolds with a captivating mixture of effects: tales of diplomatic intrigue, subplots of shameless exploitation, and descriptions of a nineteenth-century monopoly round out the study."
