In the introduction, the author notes that after recommending in an earlier work (Bases de todo o governo representativo, ou, Condições essenciaes para que a carta constitucional da monarchia portugueza seja hûa realidade, 1832) that the Carta Constitucional be implemented with elected representatives, a judicial branch, and freedom of the press, he has now decided that the government also needs ministers based on the British model. He chides the Portuguese for the laziness that their colonial riches have encouraged: "A muita riqueza que a Nação derivou de suas conquistas foi para ella hum verdadeiro mal, pois conservou os póvos por algum tempo em hum perfeito estado de ociosidade ...." (p. 5). After a brief history of government in Portugal since the passage of the Carta Constitucional in 1822 (pp. 5-16), he discusses the best way to form a ministry in Portugal.Custodio Rebello de Carvalho (Filgueiras, Porto, 1808- ?) received a law degree from the University of Coimbra.
