Proposal for municipal collectivism, federal democracy, and political pluralism by Christian socialist and founder of the "Church of the Social Revolution." White was by this time an ex-member of the Socialist Party of America, having been removed in 1914 for his religious beliefs. See EGBERT II, p. 304.
