Kingsley discusses the intentions of Napoleon III to raise Maximilian to power in Mexico. This intervention in Mexican affairs is "for the purpose of establishing an intermediary power to prevent the restoration of the American Union, and check its advance towards the South." He denounces this violation of the Monroe Doctrine, and the sympathy that the French government has displayed toward the South.
