Marked “private & confidential”. “The work of the Metropolitan police is entirely paralysed by the struggle of the junior Home Ofice Clerks to control the Commissioner in every detail of administration; this struggle killed Sir Richard Mayou, and was the cause of Sir G.Henderson’s failure at a critical moment ...” Sir Charles Warren (1840-1927), general and archaeologist, was in charge of the police investigations into the Jack the Ripper murders. From 1867-70 Warren explored Philistia, the Jordan Valley and Gilead. In 1876 the Colonial Office appointed him special commissioner to delimit the boundary between Griqualand West and the Orange Free State, for which he was created CMG (1877). He remained in the region, settling land problems in Griqualand and taking part in the Transkei War of 1877–8, when he commanded the Diamond Fields horse. He saw action in several engagements and was severely wounded at Perie Bush. During the Boer War, Warren commanded the Spion Kop operations in January 1900.
