Franklin Delano Roosevelt's New Deal, as a way to provide jobs for young, unemployed men during the Great Depression. The Panaca, Nevada "outfit" built the water tower at Cathedral Gorge State park among other projects in the area. Introduction by William Allen White, 310 pp. including bibliography, illustrated with more than 30 black and white photos, mostly credited to named individuals who were part of the SCS (Soil Conservation Service) .
