Here Keech studies the social conditions of Black American life in two southern cities, and how the right to vote has improved or left unchanged the quality of life for Black Americans. Keech breaks down the methods he uses to conduct his study, and analyzes Black voter turnout across the South. He examines if Black voters have significantly influenced the public sector and private sector of the United States. Keech ultimately finds that the effects of Jim Crow and institutionalized slavery are so great that it will take more than the ability to vote to equalize the living conditions of Black and White Americans.
