Jacket rather edgeworn, with old tape mends on corners. Second printing, tight and nice, of this important 1948 study. Rodney C. Loehr critiqued it thus: "Detailed analysis of federal-state conflicts, with an excellent picture of how inharmonious states were welded into a cohesive unit." NEVINS II, 110.
