He is best known for his work in Nigeria, where "he raised the West Africa Frontier Force, curbed the power of the Emirs of the north and in the years that followed laid the foundations for good government." He served as; Governor-General of Nigeria, Governor of the Northern Nigeria Protectorate, Governor of the Southern Nigeria Protectorate, 14th Governor of Hong Kong, High Commissioner of the Northern Nigeria Protectorate (chronologically in reverse order). .
