Admiral Bell, born in North Carolina, remained loyal to the Union, and was appointed fleet captain of the West Gulf Squadron under Admiral Farragut. Bell raised the American flag above the Custom House upon the surrender of New Orleans. Bell instructs Girard, "You will execute the prescribed Oath of Allegiance and enclose it to me with your letter of acceptance.
