Prepared in accordance with joint resolution of Congress, and by authority of the Joint Committee on Printing, by W. B. Taylor, Clerk Committee Military Affairs, U.S. Senate. Includes a memorial address delivered by William McKinley, who served in the House of Representatives from 1877-1883 and 1885-1891.
