Published as an occasional paper on The Free Society by the Center for the Study of Democratic Institutions, an influential think tank for twenty years, from 1959 t0 1977. It was founded by Robert Maynard Hutchins of University of Chicago fame. It shuttered in 1987. 4to. 19 pp.
