The author "has carried out research and teaching during the 1960s and 1970s on African political economy in a number of universities in Southern Africa, and during the 1970s and 1980s was deeply engaged in the liberation struggles and independence reconstruction and transformation processess in Angola and Mozambique. On her return to South Africa, at the beginning of the 1990s, she joined the Center for Southern African Studies as Senior Researcher and Lecturer in the School of Government of the University of the Western Cape. She is now a Research Associate of the Alternative Information and Development Center." In this work, the following argument is put forward: "NEPAD is to be judged not by its language and generalities, nor by the 'good intentions' of its formulators and supporters. NEPAD has to be evaluated on the basis of close analysis of its substantive proposals and their implications." .
