"In 1792, Thomas Douglas, 5th Earl of Selkirk, undertook an extensive tour through the Scottish Highlands and became convinced that emigration thence was unavoidable. He also recognized the need of some controlling hand to direct it. He first conceived the idea of a settlement at the Red River (now Winnipeg) but this did not materialize until 1811. The above work was partly written as a defense against various reports which had subsequently been spread concerning his colonization schemes. In it he speaks of the tide of emigration to the U.S.A. and suggests that this emigration might be turned to Canada. He also speaks at length of the success of his settlement at Prince Edward Island, which he had founded when his first attempts at the Red River had not met with success". Lande.
