"... Because it pleased God (whom white and black in common address as 'Our Father') to have some of his children white and some black, a stigma shall not be placed on the latter, saying, though virtuous and honorable, being black, you may be proscribed in receiving public instruction, as is true to-day in the District of Columbia.
