The 'Plan for Coal' may be seen as a somewhat last-ditch effort of the coal mine owners to stem the tide of argument in favour of wholesale nationalisation of the UK mining industry – an essential service during the second world war. This pamphlet is a critique of the proposals for industry reorganisation set out in the 'Plan for Coal'.
