London: Luke Hansard and Sons, 1818. Hardcover. Three volume set (out of four). 4to. Quarter brown calf with gilt spine lettering and compartments and marbled paper over boards. ix, 339pp; vii, 491pp; x, 512pp. Good overall. Rather rough and edgeworn, with front hinge of Volume IV (only) repaired and delicate; front and rear preliminary leaves on all heavily foxed and age toned, else text blocks of all three volumes tight and bright and near fine. When Thomas Jefferson composed his "A Manual of Parliamentary Practice for the Use of the United States" (published 1801), he frequently turned to what's popularly known as "Hartsell's Precedents." This later printing lacks the third volume ("Lords, and Supply") but consists of rough but handleable and serviceable copies of Volume I ("Privilege of Parliament"), Volume II ("Members, Speaker, &c.") and Volume IV ("Conference, and Impeachment"). Hatsell (1733-1820) was the well known and long-serving Clerk of the House of Commons (1768-1820) and his opus was first published in 1781. A second edition was published in 1785-96 and a third in 1796, while this fourth edition was added to by Charles Abott ("New Edition, with Additions" ). Interestingly, the front pastedown of all three volumes bears the large ownership signature in blue grease pencil of Willliam Godfrey Dyas (1808-95), an Irish-born surgeon of prominence in Chicago, president of the Chicago Medical Society and editor of "The Chicago Medical Journal and Examiner," killed when run over by a train. A decent, near-complete set of this parliamentary landmark.
