Even institutions that generally performed very well in organizing aid for the Cambodians, such as the International Committee of the Red Cross (I.C.R.C.), are shown by Mr. Shawcrosss as acting badly at times. Others come out worse. With the exception of Unicef, which was highly effective, the various arms of the United Nations performed poorly in Cambodia. Secretary General Kurt Waldheim did not provide leadership for fear of offending the Soviet Union, whose support he needed in his campaign for re-election.
