Three copies located on OCLC (Library of Congress, NYPL, American Antiquarian Society). David M. Talmage's September 1876 reply to U.S. Representative William M. Springer's allegations made against the Venezuela commissions, claims which Talmage believed ultimately flowed from Venezuela and its agents. This commission was agreed to in the treaty of April 25, 1866, intended to facilitate the adjudication of claims of American citizens against the Republic of Venezuela. David M. Talmage, a coal-broker of New York, was appointed to serve on the two person commission (one of whom was to be appointed by the United States and the other by Venezuela, with a mutually approved umpire as the third member). The report is accompanied by a 15-page review of the issue by U.S. Secretary of State Hamilton Fish, addressed to the U.S. Minister at Caracas, Thomas Russell, in July 1875.
