San Francisco: Division of San Francisco Bay Toll Crossings, Department of Public Works, State of California, 1949. Preliminaries numbered to xx, thereafter find a long series of variously paginated sections, all text pages copied recto only on standard leaves, many folded diagrams and maps bound in; 11x8.5 inch plain printed wraps with binder's tape spine over staples. Two inches of the spine tape is torn across and loose, there are nicks and wear to wraps, a serviceable copy. Text appears to reflect acrimonious disagreement; p.i is a disclaimer by the public works director that the report in hand is a recommendation made by the Chief Engineer, and not by his department. Pp.ii, iii, the Chief say his entire staff has been working hard since July, that his plans are grounded in such and such a Highway Capacity Manual (unpublished), and that "in view of the conflict of opinion relative to financing, we retained the investment banking firm of Dillon, Read & Co.," and on p.vi the Chief thanks unnamed insurance brokers, investment bankers and manufacturers. Pp.vii thru xii record objections to the plan, and late in the volume there are further negative comments including flat-out certainty that trans-bay rail service is doomed so it's gotta be more auto-friendly. Note, this the October 1949 plan. Thirteen months earlier the proposal was issued with photographs and rationalized pagination.
