Broadside decree declaring the introduction of a new taxation fee. The Vice-President declares that the president has used the extraordinary powers with which he is vested by the decree of last November 23th, to order that a capitation of three pesos be required of all free men, without class exception, condition or status, and to mothers of families, from the age of 14 years onwards. The following 25 articles describe the method of collecting the tax, which was necessary "to cover the gap of taxes and contributions, which have not been collected throughout the current year due to the different circumstances that have been notorious and that have concurred to prevent it". Not long after this publication President Bolivar abolished the post of Vice-President held by Francisco de Paula Santander and declared himself dictator. Condition: Browned, a few pinholes.
