A native of Worcester, Massachusetts; Staples attended The Academy at Worcester and then to Brown University, where he graduated in 1851. He studied law with Chief Justice Ames of Providence, R.I. and with Peter C. Bacon of Worcester, where he was admitted to the bar in 1854. He began practice in Milford, in partnership with Gen. A.B. Underwood, and subsequently was in company with Judge Charles A. Dewey. In 1869 he removed to Worcester and formed a partnership with Frank P. Goulding which was continued until Mr. Staples was appointed justice of the superior court in 1881. He had previously served as district attorney for eight years. He was prominent in the American Antiquarian society, to whose proceedings he contributed the publications: "A day at Mt. Vernon in 1797" "The origin of the names of states" "The Province laws" "The Winthrop sword" and "The monument to La Salle at Rouen". The degree of L.L.D. was given him by his alma mater in 1884.
