Portales explains that Chile ought to have a navy "que vijile sobre la puntual observancia de las leyes fiscales y proteja nuestro comercio exterior." The government hopes to raise 400,000 pesos for this by loans from businessmen and from foreigners living in Chile. The second leaf gives the tables of interest and amortization over a 15-year period.The document is signed in print by Diego Portales (1793-1837), the leader of the prominent estanquero party on Chile, which was composed mostly of conservative businessmen. After the Chilean Civil War of 1829, José Tomás Ovalle was named president (March 1830 to May 1831). Portales became his "universal minister," and his ideas shaped the Constitution of 1833, which remained in force until 1925.
