Normal bits of rippling to edges of vellum sheet.. This commission appointed Alva B. Court an Assistant Naval Constructor with the rank of Lieutenant, junior-grade, in the U.S. Navy. Theodore Roosevelt remains one of America's most popular presidents, even after more than a century since leaving office, and this is a very handsome official document signed by him in that capacity.
