Stewart was in favor of leaving the "Black Tariff" of 1842 in place, but he was in the minority, and eventually the overall tariff was reduced from 32 percent to 25. Stewart was born in Uniontown and represented the area in Congress, practicing law in Fayette County and become a US District Attorney for Western Pennsylvania.
