Philip Keeney was a librarian fired for supporting the formation of a branch of a teachers' union and for opposing the censorship of library materials in Montana. He was successfully reinstated but left shortly after reinstatement. With his wife was among the co-founders of the Progressive Librarians' Council (PLC) and worked later for the Library of Congress, the early OSS and the State Department. Later he was identified as having been a member of the Silvermaster Spy Ring.
