Best known for his black comedy Eating Raoul (1982), Bartel was also a noted bibliophile who collected writers like Harry Crews, David Mamet, and Norman Mailer who shared his jaundiced view of America and his fondness for rough language and grotesque humor.

Set in a radio station studio during "The Century of Progress Exposition" at the 1934 Chicago World's Fair, this pair of dramas focus on a poor young factory worker who invents an engine that runs on water and a radio-show host who helps listeners with their personal problems.
