Michael Scharf held high-level posts during the first Bush and Clinton Administrations in the Office of the Legal Adviser of the Department of State. A former journalist, he is the author of twelve books, including Introduction to the International Criminal Court (2001) and Genocide in International Law (2000). He has served on human rights missions to Rwanda, Burundi, South Africa, Kenya, Uganda, Sudan, and Cambodia.
